Press Release No 14 – October 2013: New British Standard BS EN 13808:2013 (including National Annex – Guidance for use in the UK) Bitumen and bituminous binders – Framework for specifying cationic bituminous emulsions
INTRODUCTION
As part of the on-going review process of European standards a new version of BS EN 13808 was published on 30 September 2013. This document supersedes BS EN 13808:2005, and BS EN 14733:2005+A1:2010.
MAIN TECHNICAL CHANGES
Changes included in BS EN 13808:2013 are as follows:
? Additional characteristics have been introduced and existing performance classes revised for cationic bitumen emulsions in table 2.
? Characterisation of residual binder obtained by distillation is now an option in tables 3 and 4.
? Tables 3 and 4 detail the possible available options for the assessment of durability. These are on either a stabilised binder (stage 1 of durability) or on a stabilised and PAV aged binder (stage 2 of durability) or on both types of binders.
? The scope of EN 14733:2005 + A1:2010 was Factory Production Control (FPC) and this supported Attestation of Conformity under the Construction Products Directive (89/106/EEC) in EN 13808:2005. Both of these have been replaced by EN 13808:2013, which itself contains both FPC and supports Attestation and Verification of Constancy of Performance (AVCP) under the Construction Products Regulation (EU 305/2011).
The National Annex NA has been revised to provide detailed guidance on the implementation of BS EN 13808:2013 in the UK, with an example specification framework included in National Annex NB.
