REA responds to DfT Peer Reviews for Local Authorities

The Department for Transport (DfT) has invited the 13 English highway authorities that received a red rating in its new maintenance performance system to take up free peer reviews delivered by theย Local Government Association. Recruitment for senior highways officers to act as peers is ongoing, with all reviews required to be completed by year-end.

These reviews previously part of the Highways Maintenance Efficiency Programme aim to strengthen the strategic alignment, service delivery, and operational leadership of local authorities.

At the REA, we believe these reviews need a strong focus on assessing local preventative maintenance strategies. Preventative maintenance is a key enabler of safe andย longer-lastingย roads and makes a significant difference to all road users.

REA Statement

Kevin Maw, Consultant and Secretary of the Road Emulsion Association said, โ€œWe welcome the DfT taking a proactive approach. Our council members have been calling for the review ofย theย management ofย local authority highwaysย so we’re pleased to see this intervention by Government.

Engaging with the LGA on prevention

โ€œWeโ€™ve already proactively engaged with the LGA on issues around preventative road maintenance, and we know this will help inform the advice they will present to local authorities,โ€ says Maw. โ€œWhile it makes sense to focus on the areas of the country facing challenges around their road maintenance strategies, weโ€™d also like to emphasise that a wider cohort of councils could benefit from audits.โ€

โ€œWe know that failing to have a sound strategy and balanced maintenance approach now can have consequences decades down the line. Spiralling emergency repairs can leave local authorities trapped in a desperate situation, and itโ€™s vital that local authorities have the tools to deliver balanced approaches to asset management including a greater focus on preventative maintenance.โ€

โ€œWeโ€™d strongly encourage the LGA to take a firm approach when advocating for a larger proportion of spend being directed towards prevention, and we welcome engagement with the DfT, the LGA and local authorities while these audits are underway.โ€
